中文摘要: 目的评估当前医养结合服务模式开展状况并提出针对策略。方法从卫生监管的角度，分析上海市浦东新区医养结合服务模式内在优势和劣势、外在机遇和风险进行态势分析(strengths weaknesses opportunities threats, SWOT)。结果医养结合模式优势在于可及性和系统性，劣势在于人员不足和服务内容不专，机会在于老龄化形势和政策支持，挑战在于成长周期长和部门协作复杂。结论当前应契合老龄化形势，构建医养结合养老服务体系；优化模式建设，注重系统衔接；利用政策优势，加强人才培养；明确服务内容，加强部门协作。
Abstract:OBJECTIVE Evaluate the status of the current Combination of Medical and Pension Model and propose strategies.METHODS From the perspective of health supervision, analyze the intrinsic strengths and weaknesses, external opportunities and risks of the Combination of Medical and Pension Model in Shanghai Pudong New Area (SWOT analysis). RESULTS The advantage of the combination of medical care and support is accessibility and systemicity. The disadvantage is that the staff shortage and service content are not specialized. The opportunity lies in the ageing situation and policy support. The challenge lies in the long growth cycle and the complexity of departmental collaboration. CONCLUSION At present, it is necessary to fit the aging situation, establish a system of Combination of Medical and Pension Model, optimize the construction of the model, pay attention to the convergence of the system, use the advantages of the policy, strengthen the training of personnel, clarify the service content, and strengthen the cooperation of departments.
