中文摘要: 目的 通过对江苏省2016年13市卫生资源配置效率的横向分析和2007—2016年江苏省卫生资源配置效率的纵向分析， 提出相应的建议及改进措施以提高卫生资源配置利用效率。方法 使用数据包络方法，通过MaxDEA 7软件中的CCR模型进行分析，投入指标选择床位数和卫生技术人员数，产出指标选择诊疗总人次及出院总人次。 结果 2016年南京市、徐州市、镇江市和宿迁市达到DEA有效，苏州市、扬州市DEA弱有效，其余均无效，并且苏州市呈现规模收益递减；2010年、2013年、2014年和2016年江苏省卫生资源配置达到DEA有效，2007—2009年、2011年和2015年DEA弱有效，2012年DEA无效。2015年规模报酬递减，其余非DEA有效年份规模报酬均递增。结论 建议因地制宜调整卫生资源投入，控制规模，建立合理的卫生资源评价指标体系，加强医院内部管理，通过政府和市场良好的配合以提高卫生资源的利用效率。
Abstract:Objective Through the lateral analysis of the allocation efficiency of health resources in thirteen cities in 2016 in Jiangsu and the longitudinal analysis of the allocation efficiency of health resources in Jiangsu Province in 2007 to 2016 years, the corresponding suggestions and improvement measures were put forward to improve the allocation and utilization efficiency of health resources. Methods The data envelopment method was used and the CCR model in MaxDEA 7 software was analyzed. The index selected bed number and the number of health technicians, and the output index selected the total number of diagnosis and treatment and the total discharge. Results In 2016, Nanjing, Xuzhou, Zhenjiang, Suqian reached DEA effectively, Yangzhou DEA in Suzhou was weak and effective, the rest were invalid, and Suzhou showed diminishing returns. The allocation of health resources in Jiangsu province reached DEA effectively in 2010, 2013, 2014 and 2016, 2007 to 2009, 2011, 2015 DEA was weak and effective, and 2012 DEA was ineffective. In 2015, the returns to scale decreased, and the scale returns of the remaining non DEA effective years increased. Conclusion It is suggested to adjust the investment of health resources, control the scale, establish a reasonable evaluation index system of health resources, strengthen the internal management of the hospital, and improve the efficiency of the utilization of health resources through good cooperation between the government and the market.
