中文摘要: 目的 探讨河南省基层卫生机构要素存量问题与优化措施。方法 查阅卫生统计年鉴，运用参数检验或非参数检验方法，将河南省与中部、全国对比，分析河南省基层卫生机构关键要素的存量问题。结果 河南省基层卫生机构数、床位数和人员数高于全国水平(P＜0.05)，河南省基层卫生机构管理人员数、医师数、注册护士数和全科医师数与全国水平的差异无统计学意义(P＞0.05)，其卫生技术人员数、其他技术人员数和工勤人员数低于全国水平(P＜0.05)，河南省社区卫生服务中心的医师诊疗人次数、床位使用率和家庭医疗服务人次数低于全国水平(P＜0.05)。结论 调整要素增量投入，优化河南省各地市基层卫生机构要素配置；重视、落实基层家庭医疗服务，营造基层上门医疗与大医院住院诊疗的新格局。
Abstract:OBJECTIVE To discuss on the problem and optimization measures of factor stock in primary health institutions in province. METHODS To consult the health statistics yearbook, to use parameter test or non-parametric test method to analyze the key ratio of Henan province and the central and the whole country, and to analyze the key of grass-roots health institutions in Henan province. RESULTS The number of primary health institutions in Henan Province, the number of beds and personnel is higher than the national level(P＜0.05), The number of management personnel, doctors number, registered nurse number, general practitioner number and national level(P＞0.05)are not statistically significant in the grass-roots health institutions in Henan province. the number of health technicians, the number of other technical personnel, the number of workers and other workers were lower than the national level(P＜0.05). The number of doctors and patients, the use rate of beds and the number of family medical service people in Henan community health service center were lower than the national level(P＜0.05).CONCLUSION Adjust the incremental input of elements, optimize the allocation of basic health institutions in Henan Province, pay attention to and implement the basic family medical service, and create a new pattern of primary medical treatment and hospital treatment in the large hospital.
