中文摘要: 目的 为了更好地了解延安地区新型农村合作医疗开展的实际情况，为当地的农村医疗保障基金运行提供可行的建议。方法 随机抽取延安地区5个县、区共600名居民作为本次的研究对象， 对学历、年龄段及对新型农村合作医疗政策是否满意等相关的问题进行调查。结果 在2017年期间，延安地区新型农村合作医疗开展普及率已经达到80.56%，满意率达83.25%，但依然存在筹集资金时间固定、报销机构较少等问题。结论 延安地区的新型农村合作医疗对于偏远山区居民仍存在参合、就诊及报销困难。建议新型农村合作医疗政策向偏远穷困地区倾斜，将新型农村合作医疗因地制宜的政策化、规范化。
Abstract:Objective To analyze the operation of new rural cooperative medical system in Yan’an and provide feasible suggestions for it. Methods 600 residents from 5 counties in Yan’an were randomly selected. The academic qualifications, age, whether participated in the new rural cooperative medical system and the satisfaction of it and so on were investigated. Results During 2017, the penetration rate of New Rural Cooperative Medical System(NCMS) in Yan’an had reached to 80.56%, the satisfaction rate of the participating personnel had reached to 83.25%, but the time for raising funds was still too fixed and the reimbursement institutions were insufficient. Conclusion The NCMS in Yan’an had difficulties in participating, visiting and reimbursing for remote mountain regions. It was suggested that the NCMS policy should pay more attention to remote and impoverished areas. The policy of new rural cooperative medical system should be strengthened, and the quality of staff should be improved.
