Abstract:Objective Taking the first aid work in a district of Shanghai as an example, this paper discusses the problems appearing in the actual first aid medical care activities, and puts forward the practical and effective solutions in line with China's national conditions, so as to achieve the purpose of improving the quality of the first aid work. Methods the data in the emergency medical care record book of public welfare activities in a district of Shanghai in the past three years were analyzed. Results the demand for medical first aid is increasing year by year. Most of the emergency events of public welfare activities are non fatal. The transfer efficiency of public welfare medical first aid only accounts for 0.4% of the pre hospital 120. Conclusion it is suggested to establish the system of "special construction of public welfare medical first-aid security" in China: Carry out classified management of medical first-aid security activities; Build classified management system of medical first-aid security; Implement the information reporting and filing system of public welfare medical first-aid security activities; Establish a provincial, municipal and district level coordinated medical emergency support information system； Set up special funds for medical first aid.
