中文摘要: 为了探索一条新型的中医预防保健服务发展路径，规范县域中医治未病服务体系，培养中医治未病团队，提升基层中医药预防保健服务能力，四川省成都市新都区以探索中医治未病的政策机制创新为突破口，整合资源，改革创新，提出中医治未病“1233工程”，着力建立完善中医治未病服务支持体系、社会机构联动体系和服务评价体系，在5年的实践中取得了初步成效。

Abstract:Aimed to discover a new development route of Preventative treatment of Traditional Chinese Medicine in China，standardize the preventative treatment of TCM service system，train the TCM preventative treatment team, and improve the Preventative treatment of TCM ability, Xindu District, Chengdu City, Sichuan Province takes the exploration on preventative treatment of TCM policy mechanism innovation as the breakthrough point, not only integrates resources, but also reforms and innovation. This District put forward the "1233 project" of TCM preventative treatment and strives to establish and improve the TCM preventative treatment service system ,including support system, social organization linkage system and service evaluation system. Their 5-years’ work has achieved initial results in practice.
