中文摘要: 目的 了解武汉市社区卫生服务中心人力资源的现状,分析人力资源配置中存在的问题,为改善武汉市社区卫生服务中心人力资源状况提供建议。方法 采用问卷调查的方法,对武汉市122个社区卫生服务中心的人力资源数据进行收集整理。结果 武汉市社区卫生服务中心在职人员总数为8 896人,平均每个社区卫生服务中心在职人数72.9人;初级职称人员占68.44%,中级职称人员占24.21%,高级职称人员共占7.35%;临床医生中,中医医师占19.95%,执业(助理)医师占80.05%,其中,注册全科医师数为807人,占执业医师总数的38.74%;临床医生数与床位数比为0.39:1,;注册护士数与床位数比为0.44:1。结论 武汉市社区卫生服务中心人力资源存在职称构成不合理,高级职称人员短缺、人力资源岗位配置不均衡、全科医师缺口较大以及区域间人力资源配置的不均衡等问题。

Abstract OBJECTIVE to understand the current situation of human resources in the community health service center of Wuhan , analyze the existing problems in the allocation of human resources, and provide suggestions. METHODS A total of 122 community health service centers were collected from 11 districts (excluding far urban areas) in Wuhan. RESULTS The total number of serving staff in the community health service center of Wuhan City Center was 8 896, the average number of employees in each community health service center was 72.9. The junior staff accounted for 68.44%, the intermediate grade staff accounted for 24.21%, and the senior staff members accounted for 7.35%.Among the clinicians, 19.95% were Chinese medicine practitioners and 80.05% were doctors , the number of registered general practitioners was 807, accounting for 38.74% of the total number of practicing physicians.The ratio of clinicians to the number of beds was 0.39: ; The number of registered nurses to the number of beds is 0.44: 1. CONCLUSION The title structure of human resources is unbalanced, senior grade staff and the gap of general practitioners is insufficient. The Inter - regional human resource allocation is also unbalanced.
