Abstract:OBJECTIVE The paper develops a new method of evaluating the layout planning of designated medical insurance drugstores, in order to provide suggestions and supports for government in decisions making for using health care funds fully or layout the designated drugstores rationally and reasonably. Methods To articulate the orderly competition situation and the fairness of the medical insurance pharmacy supply in the planning area, the paper uses ArcGIS and its function modules to define and visualize the scope of the medical insurance drugs service with the guidance of justice and efficiency, and discusses the reliability and validity of methodology through an example. Results Putting forward two kinds of methodology for evaluating the effectiveness of layout planning, involving direct calculation method and the grid number calculation method. Realizing the effective visual expression of layout plan and the operation commands and procedures in ArcGIS were clarified. CONCLUSION The visualization results obtained by the evaluation method of the research results are clear, intuitive and easy to understand. It helps policy-makers to reduce blindness in decision making, and make quick decisions. It also ensures to achieve the goal of planning through guarantee the effectiveness of the planning.
