中文摘要: 目的 了解咸宁市基层医疗机构公共卫生人力资源现状,分析存在的问题并提出相关对策和建议。方法 收集全市71家乡镇卫生院和社区卫生服务中心公卫科2017年在岗的所有工作人员信息,包括姓名、性别、年龄、文化程度、所学专业、职称、年收入以及是否在编情况,并对这些情况进行描述性分析。结果 咸宁市共有基层公共卫生人员937人,正式编制452人,聘用人员485人;年龄以20~49岁为主,占88.37%;学历以中专为主,占59.34%;职称以初级职称为主,占50.91%;所学专业以护理专业为主,占40.13%;年收入大多在3~5万之间,占62.12%。结论 应进一步加强基层医疗机构公共卫生人员尤其是公共卫生专业人才的培养和引进力度;争取一些保护性政策,完善收入分配的激励机制以稳定基层公共卫生人才队伍。
Abstract:OBJECTIVE To realize the primary level medical establishment of public health human resources current situation in Xianning.Analyzing the existing problems and putting forward relevant countermeasures and suggestions.METHODS Gathering all the on-post staffs’ information including name ,sexuality,age,degree of education,major,title of a technical post,annual income and situation of in establishment,and descriptive analysis of these conditions.RESULTS There are 937 primary level public health practitioners in Xianning.The number of permanent staffs are 452;the number of employed staffs are 485;the major age group is 20 years old to 49 years old,the rate is 88.37%;the major degree is technical secondary school,the rate is 59.34%;the major porfessional qualification is junior professional title,the rate is 50.91%;and the most of major is nursing,the rate is 40.13%;the range of annual income is 30 000yuan to 50 000yuan,the rate is 62.12%.CONCLUSION We are supposed to introduce more high-caliber talents and intensify training professional personnel cultivation,fight for some protective policies,complete the incentive mechamism of income distribution to stabilize the group of public health professionl talents in primary level.
