2015—2016年黑龙江省食品安全风险监测质量管理工作的实践

中文摘要: 目的 建立全省食品安全质量管理工作体系,实现真正意义上的质量控制,保证食品安全风险监测数据准确可靠。方法 省、地市分别建立各级质量管理领导小组, 明确职责;重新制定《国家食品安全风险监测黑龙江省质量管理方案》,建立和完善各级监测机构管理体系文件;加强质量管理队伍培训、拓宽视野和提升能力;实施多种形式的督导检查,解决实际问题,提高风险监测工作质量;组织实施实验室质控考核,开展监测机构之间的“交叉互测”活动,从而调动检测人员的积极性,掌握监测机构的实际检测能力。结果 完善管理体系文件,使质量管理工作有据可依;质量管理人员直接参与风险监测工作,提升了队伍的质量管理能力;通过质控考核,不断提升监测机构的检测能力。结论 通过对风险监测实施全面的质量控制,达到使监测数据准确可靠的目的,提高了风险监测工作的质量,维护了人民群众的身体健康和生命安全。
Abstract:OBJECTIVE to establish the working system of the food safety quality management for the whole province, to fulfil quality control in true sense. To ensure the reliability of risk monitoring data regarding food safety. METHOD leading groups of quality management should be organized at all levels from province to city. Be aware of the duty, re-enact “HEILONGJIANG quality management program of National risk monitoring of food safety ”, build and improve management system documents, enhance the training of the quality managing team, expand horizons and improve capacity, carry out various supervisions and inspections, solve problems in reality, improve quality of risk monitoring, organize the assessment of the laboratory with respect to quality control, carry out the “Cross&mutual test” between testing facilities in order to mobilize the enthusiasm of staff and grasp the real capacity of testing facilities. RESULTS complete documents to make the work dependable, improve the quality management capacity of the team, ensuring the reliability of the testing result. CONCLUSION made the monitoring data accurate and liable through fully carrying out the quality control on risk monitoring, improved the quality of risk monitoring, protected the health and life safety of the public.
