中文摘要: 目的 分析2014-2016年湖北省乡镇卫生院的技术效率与全要素生产率在县域上分布差异和趋势，并探讨技术效率的影响因素，为提高乡镇卫生院的效率提供科学依据。方法 采用DEA-BCC与DEA-Malmquist模型分别分析效率与全要素生产率，采用Tobit模型分析效率的影响因素。结果 2014—2016年湖北省部分县域乡镇卫生院效率处于非有效水平。人均GDP、新农合政策内住院补偿比与财政补助对乡镇卫生院的技术效率有显著影响。技术进步下降是乡镇卫生院全要素生产率下降的主要原因。结论 湖北省乡镇卫生院总体技术效率偏低，存在较大的进步空间。各县域加强乡镇卫生院区域内管理以提高卫生资源的利用率，通过合理增加财政投入、优化医保政策支持等措施，加大人才队伍建设。
Abstract:OBJECTIVE To investigate the technical efficiency and total factor productivity of township hospitals in the counties of Hubei Province from 2014 to 2016，and analyze the influencing factors of the technical efficiency in order to improve township hospitals efficiency in the counties of Hubei Province. METHODS DEA-BCC Model was adopted to analyze the technical efficiency, DEA-Malmquist model was used to analyze the total factor productivity and Tobit model was used to analyze the influencing factors. RESULTS The efficiency of township hospitals in Hubei province was not effective in 2014-2016. Per capita GDP, hospitalization compensation ratio and financial subsidy in the new rural cooperative medical policy have a significant impact on the technical efficiency of township hospitals. The decline in technological progress is the main reason for the decline in total factor productivity in township hospitals. CONCLUSION The technical efficiency of township hospitals in Hubei Province is relatively low and there is much space for improvement. All counties should improve the utilization of health resources according to the strengthening of regional management of township hospitals. Through reasonable increase in financial input, formulate reform policies and take resource efficiency measures to improve resource efficiency. Manager should strengthen the building of qualified personnel in township hospital.
