中文摘要: 随着国家“人人享有康复”战略的实施，残疾人康复日益受到各级政府的重视。广州市积极响应，采取各种措施推动残疾人享有康复服务。 残疾人康复服务的费用资助逐渐增多，但残疾人康复资助费用的支付方式存在一些问题，迫切需要改进。依托残疾人精准康复行动方案的实施，利用医保卡划扣被资助残疾人康复费用既存在可行性，又能有效保障残疾人切实利益。广州市应当深化制度改革，多部门协同，调整相关政策，加快推进医保卡划扣残疾人康复资助费用，早日实现残疾人康复服务“一卡通”。
Abstract:With the implementation of the national strategy of "Rehabilitation for all", the rehabilitation of persons with disabilities has received increasing attention from governments at all levels. Guangzhou has responded positively by taking various measures to promote the access of persons with disabilities to rehabilitation services. The cost of rehabilitation services for persons with disabilities has gradually increased, however, there are some problems in the way of payment of rehabilitation assistance expenses for the disabled, which urgently need to be improved. Relying on the implementation of the action plan for accurate rehabilitation of the disabled, it is feasible to use the medical insurance card to deduct the funds for the rehabilitation of the disabled. Guangzhou should deepen the reform of the system, coordinate with various departments, adjust relevant policies and realize the implementation of rehabilitation services for the disabled "one-card".
