中文摘要: 目的 了解泰州市各地区卫生监督机构执法全过程记录的实施情况，为推广该项工作提供决策依据。方法 采用问卷调查和访谈，对泰州市区7家卫生监督机构执法全过程记录的开展情况进行问卷调查，并分析了一线卫生监督员对该项工作的理解度、满意度的关系。结果 接受调查的7家单位中，5家处于执法全过程记录的初级阶段，资金投入不足、操作习惯难养成和操作系统问题是阻碍该项工作推广的前三位原因。 128名被调查的一线卫生监督员中，11人不清楚执法全过程记录的定义，占8.6%； 16人对该项工作不满意， 占12.5%。经分析，理解度越高的一线卫生监督员，对本单位该项工作的满意度越低（χ2=30.01，P＜0.01）。结论 泰州市各地区执法全过程记录工作的进展不平衡，建立以市级单位为依托的综合执法信息技术平台、采取综合措施促使卫生监督员操作习惯的养成是必要的。
Abstract:Objective To study the implementation state of the entire process recording (EPR) in Taizhou health inspection and supervision agencies, to provide advice for next decision making. Methods This essay utilized the questionnaire survey and interview, to understand the state of EPR in 7 supervision agencies，and the relationship between satisfaction and understanding of 128 respondents was analyzed. Results For 7 units surveyed,5 remain in the primary stage of EPR, the three leading factors that impede the promotion of EPR were insufficient financial input, difficult to develop the habits of EPR and operating system problems.11 in 128 respondents were not clear the definition of EPR, accounting for 8.6%;16 in 128 respondents were not satisfied with the work, accounting for 12.5%.By Chi-square test, the higher the understanding of EPR supervisors are, the less satisfied they are (χ2=30.01，P＜0.01). Conclusion The progress of EPR in Taizhou are not balanced ,it is necessary to establish a comprehensive law enforcement information technology platform based on municipal unit，and adopt comprehensive measures to promote the development of EPR habits among law enforcement supervisors.
