中文摘要: 随着社会经济的发展、人均期望寿命的不断提高、人口老龄化的加剧、人们对于医疗服务的需求日渐增长与有限的医疗资源之间的矛盾等原因，导致“看病难、看病贵”的问题日益突出，而建立与完善双向转诊制度对于缓解上述问题具有极为重要的重要。从医保支付的角度，分析四川省某三甲医院医保患者双向转诊制度运行现状及其存在的问题，针对双向转诊工作中存在的问题进行思考与讨论，以进一步推进分级诊疗制度的实施。
Abstract:With the development of social economy, the continuous improvement of life expectancy per capita, the aggravation of aging, the growing demand for medical services and the contradiction between limited medical resources, the problem of "difficult to see a doctor, expensive to see a doctor" has become increasingly prominent, and the establishment of a perfect two-way referral system is of great importance to alleviate this problem.From the perspective of medical insurance payment, this paper analyzes the current situation and problems of the two-way referral system for medical insurance patients in a top three hospital in Sichuan Province, and discusses the problems in the two-way referral work to further promote the implementation of the hierarchical diagnosis and treatment system
