中文摘要: 目的 了解我国当下基层卫生行政管理机构培训现状,探讨建立组织培训与自主学习相结合的且适用于基层卫生计生行政管理机构的人力资源培训与开发模式。方法 采用单纯随机抽样的方法,对全国31个省(市、区)基层卫生行政管理人员进行自填式的问卷调查。结果 此次调查对象绝大多数(99.1%)都表示需要进行培训,其中,有157(47.9%)的领导人觉得有必要对自己管理能力方面进行提升且与培训需求的选择存在显著差异(2=132.195,P<0.05),而性别、年龄、学历、单位类型和领导能力(P>0.05)对需要培训的程度并无显著影响。结论 基层卫生行政人员对管理能力提升培训的需求程度总体较高,不同类型的基层卫生计生行政管理人员对培训的需求层次不同,对此提出针对性的建议。为国家下步建立针对基层卫生计生管理人员的统一培训体系提供参考与建议。
Abstract:OBJECTIVE To understand the training status of current grass-roots health administrative management organization, explore the establishment of the organization of training and self learning combination and is suitable for primary health planning administration of human resource training and development mode. METHODS Using simple random sampling method, questionnaire self-administered to 31 provinces, regions and municipalities directly under the central government primary health administrative personnel.RESULTS The survey most(99.1%)had expressed the need for training, of which 157(47.9%) leaders have felt the need to manage their capacity to carry out improvement and the training needs of the selection of significant differences(2=132.195,P<0.05), while gender, age, education, unit type and leadership skills (P<0.05) effect on the degree of training is not required.CONCLUSION The demand degree is high for training to enhance management ability of grass-roots health administrative personnel, and different types of basic health level of the training needs of students of different administrative personnel, puts forward some suggestions. To provide reference and suggestion for the establishment of a unified training system for primary health care management personnel in the country.
