中文摘要: 目的 通过调查乡镇卫生院人员的学历、职称和执业资质等,探讨在新医改的背景下提高其服务能力的有效途径,为相关部门制定政策提供依据。方法 抽样调查山西省6个县的12个乡镇卫生院的专业人员,由各县卫生和计划生育局工作人员负责收集数据并上报。结果 本次共调查乡镇卫生院人员544人,其中在编361人,占66.4%;非在编183人,占33.6%。乡镇卫生院人员的学历仍以专科和中专为主,占73.2%,职称普遍偏低,初级职称和无职称者占84.0%;尚有29.4%的乡镇卫生院专业人员无医学执业资质;非在编人员与在编人员相比,学历、职称和执业资格等方面均有差异。讨论 通过探索高校针对基层卫生人员的自主招生成人教育入学模式、集中式教学-高校优质资源下沉-远程在线教育三者相结合的培养模式、加强基层职称改革政策的宣传和落实、高校在资格考试培训中发挥优势以及将非在编人员纳入在编管理等途径提升乡镇卫生院服务能力。
Abstract:Objective To explore effective ways to improve service abilities of township hospitals through investigating the educational background, title and qualification of the doctors, so as to provide basis for relevant departments to formulate policies. Methods A sampling survey was made of 12 township hospitals in Shanxi province.Results 544 staffs in township hospitals were investigated, of which 361 were permanent staffs, accounting for 66.4%, and 183 were temporary staffs, accounting for 33.6%. The doctors in township hospital graduated mainly in junior colleges and secondary specialized schools, accounted for 73.2%, the title of the doctors is generally low, the primary title and non-title accounted for 84%; there are 29.4% doctors without qualification; there are differences between the permanent staffs and the temporary staffs in educations, titles, qualifications and other aspects.Discussion through reforming the entrance examination of the adult college, establishing centralized - sinking - distance online education training mode of universities teaching resources, strengthening the propaganda and implementation of title reform policy , playing a important role in in the qualification exam training of the college ,enhancing the management of temporary staffs to enhance
the service abilities of township hospitals.
