中文摘要: 目的 了解某山区县公立医疗卫生机构人力资源配置现状,为促进卫生工作提出参考建议。方法 采用自行设计的调查问卷对某山区县25家公立医疗卫生机构的医药卫生人员进行调查。结果 某山区县卫生人力资源严重匮乏、县乡两级医疗卫生机构人力资源分布不均、员工积极性偏低和对人才的岗位吸引力不足。结论 针对现存的问题,提出了强化组织领导、加大财政投入力度;健全人才队伍,实施专项卫生人才引进工程;优化基层人才招聘培养使用;落实基层职称评聘政策;统筹资源,用活人才等对策建议。
Abstract:OBJECTIVE To understand the situation and problems of health human resources in a mountainous county,put forward relevant measurement and suggestion. METHODS Questionnaires were used to survey the Medical staff of 25 public health institutions in a mountainous county.RESULTS Medical staff of country public hospitals was shortage and low quality,the health human resources in the two level public medical Institutions is out-off-balancem,The staff's enthusiasm is low and the attraction to the talents is insufficient.CONCLUSION There ale some suggestions as follows:to strength the organizational leadership and increase financial investment; bringing in talented people;improving the recruitment system; implementing of basic title evaluation and appointment as well as overall planning resources and reasonable placement of talents.
