区县级妇幼保健机构对基层卫生机构培训现状分析* —基于人力资源培训开发的系统模型

中文摘要: 目的 基于人力资源培训与开发的系统模型,分析区县级妇幼保健机构对基层卫生机构培训指导的现状,提出建议以提高指导培训的效果。方法 采取目的抽样法,在江苏省常州市、湖北省武汉市、重庆市7个区县级妇幼保健机构以及8家基层卫生机构进行现场调查,采用主题框架分析法对定性访谈的结果进行分析。结果 调研地区区县级妇幼保健机构在制度层、资源层、运营层三个层面开展了对基层卫生机构的指导培训工作,但是由于培训指导过程中所需资源无法全部落实到位,管理制度也尚未健全,基层妇幼人员的需求不能得到满足。结论 卫生行政部门应制定相关政策制度,保障指导工作流程化、常态化,妇幼保健机构应制定适宜有效的指导方案,提升指导工作的效率和效果。
Abstract:OBJECTIVE To analyze the situation that MCH Organs training basic health institutions based on the system model of training and developing human resources, in order to provide empirical evidence for further development. METHODS Purposive sampling was adopted. Seven MCH organs and eight basic health institutions in Changzhou (Jiangsu Province), Wuhan (Hubei Province) and Chongqing, were selected as field survey sites. Thematic framework analysis was used to collect and analyze the data. RESULTS MCH organs conduct the training to basic health institutions in system layer, resource layer and operation layer. Because lack of resources and poor system, the training cannot meet the needs of staff in basic health institutions. CONCLUSION Health administration should adopt policies to ensure the training can last in the right process. MCH organs should make effective training scheme, to increase the efficiency and improve the effect.
