中文摘要: 目的 分析无锡市疾病预防控制机构人力资源配置情况,为优化人才队伍提供科学依据。方法 收集江苏疾病预防控制年鉴2016—2018年无锡市级和县(区)级疾病预防控制中心人员概况报表并进行描述性分析。结果 2016—2018年,无锡全市疾病预防控制机构在编人员数从524人增加至559人。全市疾病预防控制机构每万常住人口疾控人员数为0.80~0.85人,其中市级机构为0.26~0.27人,县(区)级机构为0.54~0.58人,均未达到江苏省编制标准。全市疾控人员以专业技术岗位为主,女性多于男性,年龄以30~39岁和40~49岁为主。学历本科者居多,硕士学历者比例逐年上升,职称以中级为主。结论 无锡市拥有一支较为年轻、专业技术能力强的疾病预防控制机构人才队伍,但在编人员数量严重不足,高级、中级职称比例基本饱和,建议尽快增加机构人员编制数,优化职称岗位结构,促进全市疾病预防控制机构可持续发展。

Abstract:OBJECTIVE To investigate the human resource allocation in 8 Centers for Disease Control and Prevention(CDCs) in Wuxi, and provide scientific evidence for optimizing human resources. METHODS The statement on staff number and personnel information of the disease prevention and control yearbook from 2016-2018 were collected and analyzed. RESULTS From 2016 to 2018, the number of personnel in CDCs of Wuxi increased from 524 to 559. The number of CDC staff in overall, municipal and county-level per 10 000 were 0.80~0.85, 0.26~0.27 and 0.54~0.58, respectively, all of which did not meet the standard. Professionals were the major staffs. The number of female staff was larger than males. The group aged 30-39 and 40-49 accounted most. The most of staff had bachelor degree. The proportion of staff with master and doctor degree increased with year. The staff mainly had intermediate professional title. CONCLUSION The CDCs staffs were relatively young and qualified in Wuxi. However, the quantity of CDC staffs was considerably small. The senior and intermediate titles were nearly saturated. It was suggested that the human resource allocation, as well as professional ranks in Wuxi CDCs should be optimized urgently for a sustainable development of CDCs in Wuxi.
