中文摘要: 目的 构建血压监测技术社区综合评价指标体系，为血压监测技术在社区是否适合推广应用提供检验工具，并为社区卫生技术综合评价提供参考。方法 通过文献回顾，设置血压监测技术综合评价框架；通过深度访谈和小组会议，初步构建血压监测技术社区综合评价指标体系。结果 基于“结构-过程-结果”三维质量评价理论，初步构建了血压监测技术社区综合评价指标体系，其中包括一级指标8个，分别为资源投入的合理性、技术的适宜性、针对患者因素的鲁棒性、针对环境因素的鲁棒性、针对测压方式的鲁棒性、测压结果的信效度、被测者感受与满意情况及技术供方(执行层与管理)感受满意情况；梳理了二级指标19个、三级指标38个作为对8个一级指标具体测量内容的解读。结论 在血压监测技术综合评价指标体系构建过程中参照的“结构-过程-结果”理论，与社区卫生技术综合评价有较好的相容性；基于该理论进行综合评价指标体系构建过程中，除了结构指标和结果指标可以参考卫生技术评估、卫生技术评价相关比较成熟的测评体系外，过程指标还需要结合所要评价的卫生技术的应用情境以及现有技术手段面临的个性化问题进行测量要点的梳理，而后者成为社区卫生技术综合评价的关键。
Abstract:OBJECTIVE To establish a blood pressure(bp) monitoring technique for the bp monitoring of the cto, and to see whether it was suitable examination tool for implementing in community. METHODS It reviewed the literature review, set up a synthetic evaluation framework for bp monitoring. Through the in-depth interviews and group meetings, the preliminary building of the blood pressure monitoring techniques and the integrated evaluation system were constructed. RESULTS Based on the three-dimensional structure-process-result quality evaluation theory, a preliminary build comprehensive evaluation index system for blood pressure monitoring technology community, including eight level indicators, respectively, the rationality of the resource input, technical suitability, in view of the factors in patients with robustness, robustness against environmental factors, in view of the robustness of pressure measuring method, measuring pressure, reliability and validity of the results of participants experience and satisfaction, the technology supplier (executive and management) feelings of satisfaction; Besides, 19 second-level
indicators and 38 third-level indicators are analyzed to interpret the specific measurement contents of 8 first-level indicators. CONCLUSION The “structure-process-result” theory referred to in the construction of the comprehensive evaluation index system of blood pressure monitoring technology in this study has a good compatibility with the comprehensive evaluation of community health technology. Based on the theory of the process of building a comprehensive evaluation index system, in addition to the structure index and the index can be reference for health technology assessment, health technology assessment related to the assessment system of rather mature, process index still needed to evaluate the health technology application situation, and personalized problems faced in the existing technology to measure point comb, while the latter became the key to community health technology comprehensive evaluation.
