中文摘要: 目的：确定贵州省基本医疗保险药品价值评价指标体系权重。方法：综合运用Delphi法、问卷调查法和摆幅权 重法确定贵州省基本医疗保险药品价值评价指标体系权重。结果：6个一级指标的权重分别为：安全性（0.1948）、有效性 （0.1909）、经济性（0.1596）、创新性（0.1451）、适宜性（0.1541）和可及性（0.1555）。从二级指标的组合权重来看，在所有34 个二级指标中，权重最高的前5个评价指标是：F3药品疗程费用可负担（0.0427）、E2剂型使用的便利性（0.0412）、F1药品 储备情况（0.0387）、E1是否属于基本药物（0.0385）和E4用药疗程时长（0.038）。结论：本研究结论可靠，指标权重跟以往的 研究结果大致相同，符合大众的认知。

Abstract:OBJECTIVE To determine the weight of drug value evaluation index system of Guizhou basic medical insurance.METHODS Comprehensive use of Delphi method, questionnaire survey method and swing weighting method and applied to determine the weight of the basic medical insurance drug value evaluation index system in Guizhou Province. RESULTS The weights of the six first-level indicators are: safety （0.194 8）, effectiveness （0.190 9）, economy （0.159 6）, innovation （0.145 1）, suitability （0.1541） and accessibility （0.155 5）. From the perspective of the combination weights of the secondary indexes in all 34 secondary evaluation index, the top five evaluation indexes are F3 affordable cost of medicine treatment （0.042 7）, E2 formulations using the convenience of （0.041 2）, F1 reserve drugs （0.038 7）, E1 whether belong to basic drugs （0.038 5）, E4 drug treatment duration （0.0378）. CONCLUSION The conclusion is reliable, and the index weight is roughly the same as the previous research results, which is in line with the public cognition.
