法拟定初步咨询的指标体系，选取 23 名相关领域的专家，进行德尔菲法咨询。经过多轮咨询后，确定评价指标体系。结 果：经过文献分析及课题组成员讨论，初步形成了评价指标体系。经过2轮专家咨询后，确定了贵州省基本医疗保险药品价
值评价指标体系。2轮专家咨询的积极系数均大于0.9，表明专家积极性较高；权威系数分别为0.74、0.84，表明专家的权威
程度较高；专家意见协调系数分别为0.257、0.425，且P＜0.001，表明专家意见协调程度已趋于一致。指标体系包含药品安
全性、有效性、经济性、创新性、适宜性和可及性6个一级指标和34个二级指标。结论：本研究结论较可靠，在未来的应用
中，可考虑作为医保目录药品使用和运行监测的工具。

Abstract:OBJECTIVE To establish the value evaluation index system of basic medical insurance drugs in Guizhou Province to
comprehensively evaluate the list drugs of medical insurance. METHODS The index system of preliminary consultation was devel⁃
oped by literature analysis method and 23 experts in related fields were selected to carry out Delphi consultation. After several
rounds of consultation，the evaluation index system was determined. RESULTS After literature analysis and discussion among the
members of the research group，the evaluation index system was preliminarily formed. After two rounds of expert consultation，the
drug value evaluation index system of Guizhou basic medical insurance was determined. The positive coefficient of the two rounds of
expert consultation was greater than 0.9，indicating that the experts had high enthusiasm. The authority coefficients were 0.74 and
0.84 respectively，indicating that the authority of experts was high. The coordination coefficients of expert opinions were 0.257 and
0.425 respectively（P＜0.001），indicating that the coordination degree of expert opinions had reached the same level. The index sys⁃
tem included 6 first-level indicators of drug safety，effectiveness，economy，innovation，suitability and accessibility and 34 sec⁃
ond-level indicators. CONCLUSION The conclusion is reliable and can be considered as a tool for monitoring the use and operation
of drugs in the medical insurance directory in the future application.
