中文摘要: 摘 要：目的：分析潍坊市严重精神障碍患者防治管理效果及精神卫生资源等情况，探索建立基于基层治理下的潍坊市 精神卫生综合管理模式，提升服务水平及治理能力。方法：通过收集2019—2023年潍坊市严重精神障碍患者的管理服务数 据、精神卫生资源及肇事肇祸情况等指标，对潍坊市精神卫生管理模式进行效果评价及优化分析。结果：建立“六化协同” 精神卫生综合管理模式(管理机制综合化、资源配置科学化、救治救助一体化、精神康复多元化、心理健康品牌化、服务管 理智能化)以来，潍坊市严重精神障碍患者管理治疗各项指标均有所增加，截至2023年底，报告患病率、服药率、规范管理率、 稳定率分别达到5.39%、99.63%、99.57%和99.62%;精神科床位从1489张增加到4211张，精神科执业医师数、精神科 护士数、心理治疗师、咨询师数量均增加；患者发生危险行为且在公安机关出警情况呈现逐年减少的趋势。结论：潍坊市在 强化政府职能、优化医疗资源、夯实管理队伍、固本基层治理等方面进行了探索，将精神卫生服务延伸至偏远地区，建立“六 化协同”精神卫生综合管理模式，多部门联合、体系完善、资源配置等重点难点问题，为社区居民提供便捷、快速、精准的 精神卫生服务，提升社区综合管理水平，推进精神健康服务协同治理
Abstract:Abstract: OBJECTIVE To analyze the effectiveness of prevention and management of psychosis in Weifang,as well as the situation of mental health resources,and explore the establishment of a comprehensive management model for mental health in Weifang based on grassroots governance,in order to improve service level and governance capacity.METHODS By collecting management service data,mental health resources,and incidents of serious mental disorders in Weifang from 2019 to 2023,the effectiveness evaluation and optimization analysis of the mental health management model in Weifang were conducted.RESULTS Since the establishment of the“Six Modernizations Collaborative”comprehensive management model(comprehensive management mechanisms,scientific resource allocation,integrated treatment and rescue,diversified mental rehabilitation,branded mental health,and intelligent service management),various indicators for the management and treatment of severe mental disorders in Weifang have increased.As of the end of December 2023,the reported incidence rate,medication rate,standardized management rate,and stability rate have reached
5.39%o,99.63%,99.57%,99.62%,respectively.The number of psychiatric beds has increased from 1,489 to 4,211,with an increase in the number of practicing psychiatrists,psychiatric nurses,psychotherapists,and counselors.The occurrence of dangerous behaviors by patients and the occurrence of police calls by public security organs have shown a decreasing trend year by year.CONCLUSION Weifang has explored various aspects such as strengthening government functions,optimizing medical resources,strengthening management teams,and consolidating grassroots governance.It has extended mental health services to remote areas and established a comprehensive management model of“six modernizations and coordination”for mental health,The “Six Modernizations Collaboration”work method breaks through key and difficult issues involving multi departmental cooperation,service system improvement and resource allocation, providing convenient,fast,and accurate mental health services for community residents,improving the comprehensive management level of the community,and promoting collaborative governance of mental health services.
